Shared Hope state report cards

Shared Hope International’s Report Cards on Child & Youth Sex Trafficking are graded under an advanced legislative framework, providing a comprehensive analysis and assessment of all state statutes related to and impacting child and youth sex trafficking in all 50 states and D.C. 


North Carolina’s grades are based solely on an analysis of state statutes. While non-legislative responses to are critical to progress, grading on statutory law provides a clear mechanism for evaluating policy goals across all states while ensuring that survivor-centered reforms are an enduring part of states’ responses.

Trafficking models

Globally, there are two general categories of human trafficking: sex trafficking and labor trafficking. Polaris’s groundbreaking typology report dug deeper to break those broad categories down into what they truly are in North America- 25 distinct business models, each with their own very specific way of operating.
